Will the the minoxidil regrow some of my hair after I was taking citalopram for 8 years?

Will the minoxidil regrow the ( i know it will not reverse the whole hair) but will the minoxidil regrow some of it? I was taking Citalopram 40mg for 8 years and i have telogen effluvium, but i quite the medication before 2 months ago and still facing hair loss and the telogen effluvium.
