Is it possible to resolve scar tissue from surgery? I had a lip filler injected 15 years ago and wanted to get my lip smaller.

I went to doctor who had done 3 surgeries and he just made it worse. I'm so swollen under my nose and shape of my lip is very improper. Then I got recommendation from another doctor to pul my lip up by having done surgery under my nose. I only got new scar, because after a couple months my skin stretched probably and my lip went back down. The shape of my lip doesn't bother as much as the swollen part. Would another surgery, or any injection help? Or any other good advice? I would appreciate.
