I have dark circles under my eyes and want to have fat grafting done eventually but for the time being will PRP treatment under the eyes help increase collagen or thicken skin especially in my right eye as it also has a deeper tear trough that is visible even in good lighting

No problem doing the PRP BEFORE your pacemaker is placed but I would not recommend it for a while post pacemaker implantation.
