you probably need to have the tattoo excised in stages since there is some risk of depriving the blood supply to the skin in the center.  I understand the urgency but you don't want to have a patch of dead skin in the center of your neck.  Good luck! DSR

I would not agree that excision is your only option. With today's technology, laser treatment is by far and away the best option. I do not know what type of device you were treated with before, but if you saw no improvement with 4 sessions, it was probably not one of the new picosecond devices. These machines have multiple laser wavelengths, which can remove any color ink, from any skin type person. Since your tattoo appears to be one color only, and black ink, it should respond very well, with no downtime and very minimal discomfort. It will require multiple sessions however, typically 4-7, but since you have had some type of prior treatment, it may well take less. I would recommend you seek out an experienced tattoo removal/cosmetic specialist.
