I have a tattoo on the back of my neck (1 1/2in x 1 1/2 in). Based on past excisions, what would you say the total cost of excising this tattoo would be? Would it be possible to just cut out the outline of the tattoo since it is only an outline? Finally, how long would the downtime/healing process be? (I am joining the military and want this gone quickly. I have tried laser and after 4 sessions it still looks dark black; excision is my only option).
