Can Picoway minimize the appearance of genetic facial hyperpigmentation? (photos)

I have always had hyperpigmentation around my mouth and chin. Also the sides of my face where my hair covers skin is lighter than the center of my face. Would pico lasers even out my skin tone and remove the genetic darkness around my mouth? What about genetic under eye darkness?
