I'm early 40s with ok skin (I don't wear foundation, only concealer under eyes). My concerns are anti-aging & under eye area. Am considering CO2, for face or under eyes. Through research realized it may cause hyperpigmentation. Years ago had CO2, months later noticed hyperpigmentation (at the time I didn't connect dots). Lumecca took away all the hyperpigmentation. Now I'm thinking maybe a different laser or treatment with no risk of hyperpigmentation.

C02 is great for both texture & tone. However due to your skin Fitzpatrick puts you at higher risk of complications.
The cost of any procedure is going to vary, depending on the physician performing the procedure. I would estimate the cost of fully ablative CO2 laser resurfacing of the face would be about half of the quote you received though.
