Is there any way to remove a permanent makeup tattoo that has oxidized and turned black in an attempt to remove the color previously with a laser treatment? The area is outside of the natural lip line ( the Cupid's bow). Initially it appeared to be lightening with pico sure treatments but now it does not seem to be so. Is there anything that can be done? Can this area be "cut out" with a normal look after healing?
