Doxycycline is not a common cause of hair loss but rarely it can. It is rare - by no means common. There are many reasons for hair loss some of which are associated with acne too. Anyone who has headaches on doxycycline must seek medical attention to evaluate for serious causes of headaches...
It's not so much an issue of what dose works best but rather what dose is safe and still works. The two are very very different concepts. High doses of oral minoxidil work wonderfully for hair but are likely to cause a range of side effects.
