I had the procedure July 1. My surgeon was amazing all the way up to the surgery. After the surgery I only saw him briefly but he said it went well and looked great. I haven't been able to see bc it's been wrapped & bandaged. I had a bad itch today so I removed the Velcro outer wrap for a moment & I am shocked at the excess skin. I don't understand how this is possible? Can anyone offer advice on what I should say at my first post op visit in 2 days and explain why he would do this?

While it is not recommended for you to undergo this procedure in the Dominican Republic especially with the recent CDC warning, I would recommend obtaining a comprehensive travel insurance which includes complications arising from cosmetic surgery and possibly airlifted back to the United States.
I can not imagine that this activity will have any lasting effect on your surgery. The muscle repair is generally done in multiple layers.
