What are these scales on my eyebrows causing them to fall out? (Photos)

I have these scales on my eyebrows and they are causing my eyebrow hairs to fall out. I have tried all possible sebborheic dermatitis treatments and still nothing is working could this be something else? Will a skin biopsy of the eyebrows be able to tell me what's going on?

I recommend getting a formal evaluation with a hair loss expert to go over your condition and advise you on best treatment options. There are great non-invasive options like prp/progesterone and/or hair transplantation. See an expert. Best, Dr. Emer
