I would would encourage you to take the time and visit a board certified plastic surgeon in person to discuss your options to enhance your facial features.  It is hard to evaluate by looking at half-photos.  There are many procedures, surgically and non-surgically, that may help address your needs. Your entire face is not visible so it becomes difficult to imagine your description.  As to the eyes, you do have some excess folding skin that can be conservatively removed.  Additionally some filler in you malar area can give more definition to your face and make the eyes less prominent !

Morning.  You're normal, just a variation of it.  Your eyes are shallow set and the tip of the eyeball is even with or even in front of the brow bone creating a prominent look to the eyes.  Surgery form some thing like this includes orbital decompression (which you should not consider, it's too risky for little change) and maybe fat grafting of the temples, brow, and forehead to de-emphasize the eyes themselves.  Finally you can get a very low Asian blepharoplasty to create on smooth crease using anchoring technique.  This should be very conservative.We can't see the rest of your face.Chase Lay MDAsian facial plastics specialist
