I'm 28 and have a low smile line that doesn't show my upper incisors when smiling. I'd like to fix this, and I've looked into a lip lift but I'd also be interested in seeing if veneers could help as well by adding bulk and length. If I go to the dentist, can I get just a mock up of veneers without committing to the whole procedure? How much should that cost?

You can correct it by veneers. but remember veneers are for aesthetic improvement and not for correction of malocclusions. in yr case best option is first orthodontic/invisalign treatment for correction of mal-occlusion and thn porcelain veneers for aesthetic improvement.
