Would Morpheus8 or fractional laser help revive lost elasticity? 25 y/o developing crinkle lines from sun damage (photo)

I'm 25, very fair skinned. I have static crinkle lines developing on my forehead from sun damage. Recently I’ve had a good skincare routine, I put on sunscreen everyday and use trentioin and vitamin C in the morning. These lines aren’t going away, so I was looking for treatments that would revive that elasticity I’ve lost. Would Morpheus8, or a fractional laser be a better treatment? If fractional laser is better, it would be great if someone could specify which one.
