I always see liposuction 360° available but only for the torso. I saw that a clinic in Florida offers lipo 360° for the arms but the cost is double what I've seen, but they are the only ones that offer it. Is it more difficult? Are surgeons not skilled enough for it to be common?

You have excess hanging skin already and liposuction would lead to even more significant hanging skin. The advantage of the the tummy tuck is it will excise your previous c-section scar and place the incision lower. I would recommend a tummy tuck.
