Would new laser technology be able to correct my glare, starbursts, and ghosting?

I had Lasik in 2001. And came out with better than 20/20. But shortly after I started getting starbursts, glare, and ghosting. I was told it would get better but never really did. I have since been back to have vision checked and right eye is a little worse than 20/30. Would new laser technology be able to correct my glare, starbursts, and ghosting? Or is it to risky to lift a flap this old? If it is would glasses help with at least the ghosting if by chance it’s my astigmatism coming back?
