Uneven eyelids - Is this ptosis? What is the best option to fix it? (Photos)

I've had uneven eyelids ever since i was a teen. My left eyelid seems to droop and fold weirdly making the space look smaller than on my right eyelid. I'm constantly lifting and arching my left eyebrow to reposition my eyelid - and it works temporarily - but as soon as i blink, it goes back to folding weirdly. Second picture shows what my eyelid looks like after i've repositioned it with my eyebrow. To me, that's what my eyelid should look like!! I've been to 2 consultations before about this. One told me i should get a brow lift and that i wasn't a candidate for a bleph (i really feel like the problem comes from my eyelid though, not my brows being too low). The other one told me nothing could be done, which to be honest I feel isn't true. I've been wondering if what I have is ptosis? Or if a surgeon here has another suggestion to fix this?
