Lip scar removal - what is the best procedure for this? (Photo)

I have a scar on my upper lip. I had an angioma that was removed with laser. I think the laser was excessive and I was left with a hole in my lip that was filled with raised scar tissue. I have applied corticosteroid injection without results. What is the best procedure for this? Thank you for your expert advice
