Your photos shows a medium/large mole on your neck and a smaller mole on your cheek. These appear to be benign and both are most likely a nevus of some type.  After a proper exam, I would likely recommend a shave type excision and cautery to the base of the lesion. Removal of growths from the neck or face should not be significantly painful -- there are a few moments of discomfort when a numbing injection is applied -- after that you should feel almost nothing -- and no significant pain afterwards. The moles can be sent to pathology to be certain they are not dangerous in any way. I believe these can be removed beautifully, but you have to be realistic that there may always be some discoloration (redness perhaps) or irregularity in the areas after they are removed. The neck mole is certainly larger and more challenging than most typical smaller moles.
Many doctors perform mole removals, but your cheek mole is in a key spot in the middle of your face and the neck mole is larger and in a delicate, challenging location. You don't want to end up with a large divot, scar or hole once its removed. Be sure to pick an expert with specific training in this specific type of facial cosmetic surgery. 
I remove moles like yours from people's faces routinely and many patients travel to me from great distances when they have been turned away by others. Medical insurance does not cover to have these sorts of moles removed. Whatever you decide, I would recommend an in-person consultation with a board-certified, fellowship-trained Oculofacial Plastic Surgeon or Dermatologist with extensive experience in cosmetic face mole removals.
