Sebaceous cyst regrowth? Would another punch excision be required?

Back in 2013, I extracted a sebaceous cyst on my forehead, which resulted in a deep scar. Early in March of this year, I had a punch excision done to remove the scar, but the cyst ended up regrowing and I had to do a second excision to the same area in June, but it unfortunately appears to be regrowing again. It feels firm to the touch and is slightly raised, and underneath the skin looks faintly white as if there's something underneath. Would another punch excision be required?

It is difficult to diagnose what the lump on your neck is with only a picture. An examination of you would be needed to help determine what it might be. Just based on your picture though, I would say it is possible that it is a cyst. It does appear to be something that could be fairly easily...
