Is it normal to feel stiff 7 months post-op?

It can take up to 1 year for the final wound healing to take.
For now, I would recommend to continue conservative management with massaging the area. Lymphatic massages can also help improve the swelling after surgery.

Implants placed behind the muscle may feel stiff even at 7 months because of the pressure the implant places on your muscle while you are laying in bed. You can still sleep somewhat elevated to help minimize this, or sleep with your band.
