Yes, it is feasible, and you are a good case, IMHO I'd touch a bit also the upper one. Lip reduction, mostly lower one, is a common request from males in the office of plastic surgeons devoted to facial. However, let me warn you about "office based" procedures, it has to be done in OR due to the following:
-the lips are oversized due to the excess of mucosa but also due to the large amount of submucosal salival glands present in such lips and, mainly, because of the thick ent of the orbicularis oris muscle underneath; performing a downsize trimming of all these structures is not as simple as cutting away an island of mucosa only, the cut and the plan should be: a conservative mucosa resection and a deeper and wider resection of salival glands and muscle, iceber-style, otherwise the consequence is overtensio at the lips, odd look, wide scars and disconfort
-to perform the former a slight sedation could be required in nervous patients, not in all of them obviously, since the local anesthetic block is total
-the lip is runned underneath the vermillion by a marginal artery of thick caliber, and many other minor ones, that have to he controled, clipped or electrocauterized, things better done in OR
A minor office based procedure might lead to a poor or undesirable result.

In most cases, the lower lip can easily be reduced in an office setting under local anesthesia.
