lower jaw surgery would correct your bite. If thats all you care about than thats the answer but if your upper face is an issue with you such as too much or not enough tooth show at rest. Too much gum tissue when smiling or a flat appearance to your upper face then your would want to have the upper jaw done as well.

Looking at your X-ray it would appear that your underbite (reverse overjet) is a consequence of a protruding lower jaw and an underdeveloped (hypoplastic) upper jaw. Therefore I would advise a bimaxillary osteotomy to advance your upper jaw and set back your lower jaw.I think just setting back your lower jaw would not address the hypoplastic features of your midface. Also if you have a long face, a maxillary impaction would reduce this unwanted feature. However to be absolutely sure, one would need to see photos of your face.But in summary I think you need a bimaxillary osteotomy (upper jaw advance and impaction), lower jaw setback.
