Is CO2 laser a prerequisite for PicoSure Pro when used for pigmentation improvement? (Photo)

I went to a laser center for a consultation to discuss PicoSure Pro to improve some sunspots and pigmentation on my face. One of the major draws to the procedure was the very low downtime and effective results. I was surprised when they said I need to get a CO2 laser treatment as well to "break down" the spots to then allow the PicoSure to work. Further this CO2 laser treatment would cause visible scabbing for 1-2 weeks which is a no go for me due to my job. I declined both procedures to do more research. ChatGPT says this does not make sense and is an upsell tactic. What do the real doctors here think?? Here's a photo of my skin to give a sense of what I'm dealing with.
