Can I replace my 2 front teeth with veneers? (Photo)

Prior to deciding on veneers I would suggest considering laser gum recontouring to even out the heights of the gums in your smile. At that point 2-4 veneers may be adequate!

Veneers will definitely improve the esthetic of your smile, especially if we combine with gingivectomy, I agree with your dentist in the amount of veneers he is suggesting to have better results but a minimum of 4 will also do the job and by doing this the total budget will be a little more friendly, one thing I notice in your picture is that if in the picture you have send me you are biting the way you normally bite then you have a noticeable problem of underbite and this can only be corrected with orthodontic treatment, my suggestion if you are looking for an optimal and long lasting solution please consult an orthodontist before going ahead with veneers.

Beware, just doing two will not look right and you’ll experience an incomplete transformation and your smile may end up looking worse. Yes, you can place veneers on your two front teeth. If you decide to do so, discuss crown lengthening the shorter  tooth so that it will be symmetrical with the one next to it.

There is nothing WRONG with just 2 veneers, but you must accept it as a compromise.  6 veneers is RARELY enough, but in some cases can work.  Look at a photo of yourself smiling where you are looking away from the camera just slightly (45 degrees?) and see how many teeth show.  THIS is how many to treat, and in 99% of the cases, your premolars (bicuspids) are seen.

The simple answer to your question, is YES, you can do 2 veneers on your front teeth to make them look better. The more complicated answer is regarding your 'gummy' smile. In some cases, the gum surgery alone can improve the length of the teeth without having to also place veneers on them.  
I cant evaluate that from the image you provided. IF, however that can be done then you may be able to only do the 2 front veneers along with gum surgery on the other 4 front teeth. 
If not, then you would have to decide if forgoing the gum surgery, but improving the appearance of the 2 teeth will satisfy you--It would certainly make the case more within your budget.
