Will pectoral implants help fill in moderate loose/lax skin? (Photo)

I seem to be getting conflicting opinions here. One surgeon told me pec implants do nothing for loose skin while another told me it would definitely firm the area. I have mild to moderate loose skin in the chest from a bit overaggressive lipo and I’m just trying to firm it up. Having a “bulkier” chest isn’t a priority but wouldn’t mind. Main focus is just to have it look tighter, similar to how it is when the chest area gets cold/stimulated.
