I’m 21 years old. I think that I have narrow palate. I also have moderate tongue tie so maybe I have narrow palate because of that?

Yes, you have narrow palate and a tongue tie.  Both of these need to get resolved.  Arch expansion will occur first to make room for the tongue and then it will get released.
