With laser hair removal, is there a way to have treated area blend into surrounding finer hairs to create a more natural look?

You are probably at least a Fitz 4. You are at high probability of getting hair growth with laser hair removal. Nothing treats white hair except electrolysis. A 1064 laser is safest in darker skin types. Coarse hair of chin and lip is only area I would treat. 

Not likely, but given the pain of a thrombosed hemmorrhoid, we would not do laser hair removal until the hem is resolved.
