Thank you for your question.No, red ink is not the hardest to remove.  Greens and light blues can be the most difficult.Use a laser with 532 wavelength to treat red.  Also, test spot to make certain it doesn't turn black.To be sure, see two or more board-certified providers in your area for a complete evaluation to make sure you are a good candidate and that it is safe for you to have treatment.I hope this helps.

Red ink is very responsive to the 532 setting on the picosure laser which is available in bellemore at tattoos-removed.com .Fees vary by size but the picosure requires 4 compared to 12 sessions for traditional q switched lasers. A small tattoo could cost 200 dollars per session.

The red inks can be removed with 532 nm Q switched lasers or a picosecond laser like the very new PicoWay which targets the difficult ink colors (red, orange, yellow) or ENLighten laser. 

Most Q switched lasers with a 532 wavelength can remove the lips on your neck.  Never seen that one before.  Figure on 6-8 treatments. We would charge $250 per treatment.  Don't know about NY.
