Unfortunately you do NOT qualify for sleeve gastrectomy.  The criteria for sleeve gastrectomy is a BMI greater than 40 or a BMI greater than 35 with at least one medical problem related to obesity.  You do qualify for the gastric belly balloon.  You need a BMI between 30 - 40 to qualify for this procedure.  I recommend you follow these guidelines that are the standards in the USA. In foreign countries they will perform the surgery on anyone willing to pay.

BMI 33.5 yes you do qualify for the sleeve.
Gastric Sleeve limits the amount of food that you can eat, it helps decreasing the ghreline hormone who is responsible of the hunger, you will feel less appetite after the surgery, also increase other substance that helps to control the diabetes.
am truly sorry that you've been struggling trying to loose weight I personally know what it feels like. I hope that you can reach your dreams and have the surgery, believe me in my personal experience is one of the best decision that i ever took.
