I have got really dark lips despite being light skinned. How can I lighten them?

I am of light to medium complexion yet my lips have become dark when they were very pink when I was a baby and when I was younger. In fact I was very pale as a small child and baby but now I am darker and so are my lips and mainly the top lip. What can I do to lighten them? Are there any treatments for this? Also what can I do to get my baby skin colour back?
