I scheduled a bbl laser treatment with a dr who I had a short consult with about something else. Their coordinator prescribed numbing cream with barely any directions to apply prior to the procedure then add plastic wrap. Upon following up about if the plastic wrap could enable toxicity etc she just said not to use it but didn’t address my questions.

Answer: Is it common for a provider to ask the patient to numbing cream at home an hour before the procedure?
The quick answer would be yes because you are a skin type I on the Fitzpatrick scale. However, if a chemical peel caused hyperpigmentation then I would be cautious getting a light based treatment. There is no photo attached. If you would like to add one then I can give you my best recommendation.
BBL HERO should be performed prior to RF microneedling to optimise results
Skin becomes red and sensitive after RF microneedling
Ideally I would do the two treatments 2 weeks apart, but it is OK to combine them if the client's schedule is tight
