If you have a nipple graft, you should not expect sensation.  Photos would help.  M to D is only possible with free nipple grafting probably.

If you have undergone the appropriate screening and diagnostic tests, and you have been told the area is benign, then there is no reason why you could not undergo the breast reduction.  The area may even come out with the breast tissue removed.  You should be safe to proceed.  I hope this helps.
