Excessively wrinkly when flaccid, and hyper pigmented around a scar - what will improve penile shaft skin appearance? (Photos)

31 years old. Hello. I accidentally scratched my penis 7 years ago. I have tight pelvic floor muscles that affect my pudendal nerve and cause itching. I would like to know of possible procedures to improve the appearance of my penile shaft skin. It is excessively wrinkly when flaccid, and hyperpigmented around the scar. Also, what would be the best way to locate a doctor able and willing to treat it? I've had a difficult time locating a physician to even look at it these past several years. Thank you!
