Best way to get rid of dark skin along neck, under arms & breasts?

Now before anything, yes, I have been tested for diabetes, negative. Years prior during a bad time of my life, I didn't have the best hygiene. But as of now, I scrub my body head to toe, I even have creams to help but it doesn't seem to be working the best. Any else I could try?
