Hi Timabir. Surgical removal of lip liner is a terrible, terrible option. The scars will be much worse than any lipliner we could imagine. If the removal did not work, then find another medical office to do it. Q-switched Nd:Yg or q-switched Alexandrite lasers are the only ones that can remove permanent makeup and tattoos so find a physician near you that has one or both of these. Do not get it surgically removed!
I agree totally with Dr. Kaplan. Surgery, no matter how well performed, would leave you with a needless scar. It may be that the previous laser that was used was not the ideal laser for removing black tattoos. As Dr. Kaplan suggested, either the Q switched Nd: yag or perhaps, a q-switched Alexandrite should work. We have the Q switched Nd: yag in our office and it is excellent at removing black tattoos. However, be advised that it will take more than one treatment.
