Had CO2 laser for hypertrophic scar/depressed scar, but it left track marks. Can I use a Dermapen to smooth area? (photos)

Under my eye I have a hypertrophic scar (small), slightly above that is a depressed scar. This happened in January from a insect bite. I had co2 which I found left track marks, little raised scars. Further to that my above issue remains. I really want to flatten the small raised scars and make under my eye texture smooth and even again. I was thinking of trying Dermapen 4 to smooth out & break the scar collagen however there is mixed reviews.
