Avoid doctors recommending extraction of bicuspids.  Best treatment DNA Appliance to orthopedically grow maxilla.   Otherwise SARPE possible. Ideally expansion would have been done prior to 8 years of age.

If you are not satisfied with your current smile and bite, seek out consultations with one or more orthodontic specialists.  Try and get photos from your previous orthodontists showing your teeth before and immediately after your braces were removed.
From your photos, it appears that your teeth are tipped or flared forward and your upper teeth are well ahead of your lower.  To correct this it will probably be necessary to remove some teeth from the upper in order to have room to move the upper teeth back so they do not appear flared out. 
Note: Unfortunately, growing your upper jaw (as suggested by others) is not possible it this point in your life, besides, growing your upper (jaw if it were possible) means that it would grow everywhere, including forward, which would make your teeth stick out even more.
