Can I get hair transplant in areas with white or thinning hair, or do I need to be completely bald?

I'm far from being bold but I started to feel my thinning hair on my top and hairline. Some are white and thin. Can I get hair transplant on those area too? Or I need to be bold on the area I want harvest hair ?
