Can you be a bad candidate for botox?

I went in for consult/ botox injections and was told that I was not a good candidate for botox due to my wrinkles starting too low down on the forehead. The doctor explained that if he got too close to my brows they would either droop or point up. He also said that if he were to just inject the upper part of my forehead it wouldn't look good and cause the lower muscles to work harder. Is it possible to be a bad candidate for botox for this reason? Is there a solve?
