Is there any possible way to remove a cover up of a cover up? (Photo)

I have a tattoo that has been covered up twice. I know laser is not an option because of how many times it's been tattooed and also because of the white lines. I also know excision isn't an option because of the size ( it is a half sleeve ) so is there anyway to remove this such as microneedling?

This will require many sessions of pico or PFD patch tattoo removal. I suggest you see an expert, there is no way around it unless you want it surgically removed. Best, Dr. Emer.
