it is hard to tell for sure without an examination. If you are considering a surgery, I would suggest you to consult a board-certified plastic surgeon. Only after a thorough examination you will get more information and recommendations.

Unfortunately, it is not possible to give you meaningful advise based on these photos. Only on the basis of in person second opinion consultation, a board certified plastic surgeon with good reputation in body contouring surgery, would be able to discuss options that include liposuction and possibly TT revision. It's difficult to give you the best answer without an in-person evaluation, but my opinion purely based on the pictures is that an FDL will not give you a significantly improved result. There may be other options for you, as I see this type of problem commonly, however I would recommend an in-person consultation to go over your goals and desires.
