Hi,thanks for the question.You should avoid regular shaving on the area and should plan to go for permanent hair reduction treatment for the upper lip with the help of dioide laser as this will reduce your hair growth significantly after a couple of sessions.For the pigmentation you can apply kojic cream along with a combination of arbutin which will help in reducing the pigmentation
