I have load of stubble/spikey hairs post transplant 9 months

Hi, I am 9 months post hair transplant with loads of small stubble or spikeu hairs which feel thick and strong. Why have they not grown? Can they still grow? My crown is still gappy. I had 2800 grafts. Mainly on crown and a bit focused on behind the hair line.
