Under eye dark circles - Most effective course of treatment? (photo)

I’ve been dealing with under eye dark circles all my life and it has been my biggest insecurity. I have tried everything from tear trough filler (which helped with the hollowing), 2 sessions of dual fraxel laser as well as 100s of eye creams including prescription hydroquinone. I’ve consulted several occuloplastic doctors, plastic surgeon and dermatologists here in London but no one has been able to help or provide any substantial results. I feel like I’ve wasted so much money and am still super unhappy with my under eyes. I know there are various modalities to treat dark circles but I would be grateful if someone can identify what course of treatment would be the most effective and provide a significant improvement for my under eyes.
