Can you get a semi-permanent makeup tattoo over filler?

I am getting an eyebrow lift using Botox and fillers, and plan to get my eyebrows re-tattooed a couple of weeks after. Is there any issues with tattooing OVER filler? I'm not sure it will be directly on the filled area but best to be safe. I'm concerned it would cause the filler to move.
