It certainly may be okay to do a breast aug with previous heart issues. Depends on 2hat the issues were and if they are resolved or controlled at this time.
Surgery for correction of pectus is usually covered by insurance if it is severe enough. Getting breast implants with a mild or moderate pectus is unlikely to be covered, but you should contact your insurance carrier to be sure.
