Hello. Your dental arch is narrow for your teeth which causes crowding.I recommend orthodontic treatment. The empty spaces in your dental arches are being used for correcting your crowding. Although, your orthodontist can plan to use the gaps for maintaining future implant places. This depends on measurements of your teeth and dental arches and the final decision is your orthodontist's.

If you had the teeth out for braces then that's what you should focus on first. Any implant treatments always have to be done after everything else is addressed. If braces can address your problems you may not even need implants.

What I suggest is: Finish first your orthodontic treatment. To see if it is possible to close the gaps with your own teeth, then you would not be needing implants. At the end if you want a cosmetic approach, you can get veneers.I do not suggest to place the implants as you will close the possibility of a restoration with your natural teeth.
