CoolPeel or Fraxel laser - which options is less likely to cause keloids while also delivering more toned and lifted results?

It looks to me that CoolPeel does not go as deep as Fraxel or do I have that reversed? I already have a keloid scar from a canula under my skin from a fat injection. What can I do to lessen the chance of this happening again and what laser is safest under these circumstances? I would primarily like to tone and lift the skin some.
