I had three fraxel laser treatment to my bottom lip. It has darken it really bad.

This can be improved with a combination of lasers, Aerolase, microneedling/prp, skin lightening, peels, medical tattooing and skin care. Sun protection is essential. I recommend getting a formal evaluation with an acne scarring expert. Best, Dr. Emer

On darker skin types, hydroquinones are needed before and after treatment. It is harder to prevent PIH than to treat. I would try chemical peels, Retin A, and hydroquinone (6%). This is a tough problem to fix.
