Hard to say without a photo provided, if the pigment is really bad we sometimes reccomend doing both treatments, also if depends on how sensative the skin is. I'd prob say try doing the vi peel (precision plus) first, this will help clear out all the dead skin you might have and eliminate the pigment, give it a few weeks then try using cosmelan wherever you might still have pigment.
